I have to disagree with this. A person's weight can increase or decrease only with regular exercise and food control. The climate has nothing to do with it. 70%-80% of weight can be actually reduced with a strict diet - less carbohydrates etc. In fact many a time in winters we tend to get out less so there is also a chance of a weight gain. Here is an article about this.

I also do not think that steam rooms help burn fat. Sitting in a hot sweaty room can sure help clear out our sinuses but it does not help to reduce weight.
