This can be written as

(27^\frac{1}{3})^{2}

Using our formula for the fractional exponent  a^\frac{x}{y} = $\sqrt[y]{a^{x}}$

(27^\frac{1}{3})^{2}

= $\sqrt[3]{(27)^{2}}$

= $\sqrt[3]{(3^{3})^{2}}$

= (3)^{2} = 9
