What is the origin of the Khayal form of Hindustani Classical Music?

Where was the first place to really seriously pursue the Khayal form?

The Khayal form of Hindustani Classical Music originated from the Dhrupad Classical form. Dhrupad was the ever-so-popular musical art form that was being performed in the courts of the kings and queens of Hindustan at the time. It was performed by greats like Tansen and Baiju Bawra.

I won't go into how Khayal Formed in this answer, but you can ask that question as well seperately...

The first place that is known to have taken Khayal seriously is Gwalior, Madhya Pradesh, India. They created the first and oldest traditional "school of Music" known as the Gwalior Gharana. Prominent artists from the Gwalior gharana are/were Laxman Krishnarao Pandit, Omkarmath Thakur, VD Paluskar, Balkrishna Ichalkarangikar, and many more enlightening artists.
