STEP 1: Recall the PEMDAS rule in math

https://study.com/academy/lesson/what-is-pemdas-definition-rule-examples.html

STEP 2: Solve for b

By the PEMDAS rule, the expression in the bracket will have to be solved first

So b = (-2 \times -2) + (4)

b = 4+4

b = 8
