The average rate of change between 2010 and 2015 is \frac{39.0-35.6}{2015-2010} = \frac{3.4}{5} = 0.68
The average rate of population growth between 2013 and 2015 is 0.35 million people per year. The number of years, it will take to reach 40 million can be found by \frac{40-39}{0.35} \approx 2.86 So, the population will reach 40 million in approximately 2.86 years or in 2018.

Hi Mark, the population reaches 40 million in approximately 2.86 years. If it were 2 years, I would have agreed that the year would be 2017. Also, the table given was modified, as no table was provided by the guest user.
